Jaguars wide receiver Cecil Shorts will miss his second straight game.
Shorts had been expected to miss the game after missing the Jaguars Week 1 loss. He will again be replaced by Marquise Lee and Allen Hurns in the passing game for the Jaguars who also plan to employ Mike Brown and Allen Robinson.
Last season Shorts had a career best 66 passes.
