Willie Meggs, the state attorney for the Second Judicial Circuit, is scheduled to formally announce the move during a news conference Thursday at the Leon County Courthouse.
Simply put Meggs’ office did not feel there was enough evidence at this point to secure an indictment. Had Winston been charged he would immediately have been ruled ineligible.
