Nick Foles has been named the starter for this Sunday’s Week 9 match-up against Oakland. Foles has been cleared of the concussion he suffered in Week 7 while playing the Dallas Cowboys.

Foles was cleared on Monday and returned to practice on Tuesday. Rookie Matt Barkley will serve as the backup.

“Nick did really well,” Kelly said. “I know he was cleared, but we needed to see him. I was really happy with how Nick practiced yesterday.

“One of the good things about practicing on Tuesday is you can get your eyes on people who have been out. Nick did a really good job and Nick will be our starting quarterback this week.”

Michael Vick will not practice or be available for the game in Oakland after re-injuring his hamstring in the Eagles’ Week 8 loss to the New York Giants.

Although Foles had a horrific performance before going down against the Cowboys, he is definitely a QB2 option in a plus matchup this week. In his first four appearances this season, Foles completed 41-of-61 passes (67.2 percent) for 542 yards with six touchdowns and no interceptions.
