Phillies not making qualifying offers to Halladay or Ruiz

The Philadelphia Phillies will not make a qualifying offer to pitcher Roy Halladay or catcher Carlos Ruiz.

Halladay also has a $20 million team option for 2014 which the Phillies do not intend to pick up. He missed much of the season after having shoulder surgery and was shut down late in the year with a dead arm. There figures to be no shortage of teams willing to sign Halladay to a one-year deal.

The Phillies do plan to make an attempt at re-signing Ruiz. Had the Phillies made a qualifying offer to Ruiz it would have been worth $14.1 million. Ruiz hit .268 with five home runs in 92 games during the 2013 season.
