While Mark Davis and the Oakland Raiders are open to moving the team, it is no guarantee.
Davis and company are still talking to San Antonio about a move but according to Bleacher Report’s Jason Cole there is “no way” that the Raiders move there.

According to Cole, Davis is “being polite” with San Antonio and simply is looking for “leverage” in his talks with the city of Oakland.
If the Raiders do leave Oakland, it is believed that they will target a move to Los Angeles.
It is hard to imagine a city like San Antonio, despite its population, getting an NFL team with Los Angeles and London both also on the market.
