The deal for Harper includes a $1.5 million signing bonus. His role in Carolina is undefined but the Panthers safety corps is far from ideal.<\/p>\n<p><strong>Tate signs with Browns<\/strong><\/p>\n<p>The Cleveland Browns had a thin rotation at running back last season.<\/p>\n<p>They have handed running back Ben Tate formerly of the Houston Texans on a one-year deal.
