Jacksonville had expressed interest in bringing the 28-year-old Henne back since the end of the season. He gives the team a serviceable option under center after he threw for 3,241 yards, 13 touchdowns and 14 interceptions last season.
The Jaguars have been expected to cut ties with former first round pick Blaine Gabbert.
