Cruz and the Phillies agreed to a minor league deal this winter which would have invited him to Spring Training but the deal was never signed by Cruz.<\/p>\n<p>Subsequently Cruz failed to report to Spring Training on time.<\/p>\n<p>The Phillies and Cruz &#8220;mutually parted ways,&#8221; GM Ruben Amaro Jr. said Wednesday.<\/p>\n<p>Cruz seemed to have a legitimate shot at making the Phillies bullpen after posting a 2.78 ERA in 35 2\/3 innings of work with Pittsburgh in 2012. But, things changed once the Phillies signed Chad Durbin to a guaranteed deal.
